On March 3, 2011, a bill titled, “Stop Taxing American Assistance to Afghanistan” was introduced in the House and referred to the Committee on Foreign Affairs. The bill is in response to recent efforts by the Afghan government to tax US Government Contractors doing work in Afghanistan. In summary the bill would prohibit funding of Afghan assistance beginning in fiscal year 2012 unless there is a bilateral agreement in place that exempts US Government Contractors. This bill is in its infancy so it is unclear whether or not it will get any traction in the House.
