Business Systems in Government Contracting

This course includes an explanation of the latest developments in ICAPS related audits -  from the basics of each audit through an examination of the evolving definitions of terms such as adequacy and inadequacy in systems analysis. The developing emphasis and significance of materiality will be covered along with proposed DFARS changes. The course focuses on what contractors must know about business systems audits and how to respond to an audit. Six key business systems are targeted,  three with primary DCAA responsibility and three with primary DCMA responsibility.  For DCAA we cover Accounting Systems, Estimating Systems, and Material Management Accounting Systems (MMAS). For DCMA we cover Contractor Procurement System, Earned Value Management System (EVMS), and Government Property Management. If a contractor fails to pass a review on internal controls, the Government may withhold a certain percentage of payments. These revisions and proposed changes will be covered in this course.

Duty of Care is a company’s obligation to protect its employees from risks. Among other things, these risks can be related to injury, sickness, safety, security, health, finances and travel. As globalization continues - and with that an increasingly global and mobile workforce - the definition of “workplace” continues to evolve. A recent International SOS analysis of travel data collected from more than 300 global companies over the past year indicated that the companies’ travelers took more than 3.5 million international trips, and approximately a quarter of these were to high or extreme risk destinations. Clearly, as employees cross more borders, they – and the companies they represent – face more risk.

The savviest of companies know that educating themselves on their Duty of Care to these employees and building an integrated risk management program to protect them is the right thing to do.
