Paul has over 20 years of experience in federal contracting having worked in both industry and public accounting. He provides professional assistance and expert advice for the accounting and administration of federal government contracts. His clients are typically in the aerospace and defense and technology industries.
Paul assists clients in preparing cost proposals, conducting cost realism analysis of subcontractor cost proposals, identifying change order work and preparation of Request for Equitable Adjustment (REA), and preparing settlement proposals for contract terminations and claims.
He also analyzes contractor systems and practices for compliance with GSA Federal Supply Schedule contracts, analyzes disclosure and maintenance of commercial sales practices and historical price relationships, prepares cost impacts and remediation plans for over billing as a result of non-compliance with GSAR representations and Price Reductions Clause resulting from differing CSP-1 and Basis of Award practices.
Paul assesses company compliance with FAR, CAS, OMB Circulars and contract terms and conditions. He develops responses and corrective actions to DCAA and other agency audits, and assists legal counsel in government contract litigation involving labor charging, defective pricing, CAS and FAR non-compliances, contract terminations and claims.
Prior to joining Argy, Paul served government contracting clients as a Director at PricewaterhouseCoopers LLP. Paul provides practical advice and industry insight having lead accounting departments for government contractors within both the environmental services and defense manufacturing industries.
He has published several articles on GSA Federal Supply Schedules, IFRS and aerospace and defense issues. He also teaches seminars through Federal Publications Seminars LLC on various topics such as Accounting for Federal Awards, Contract Cost Principles, Contract Types and Cost Accounting Standards.
